TPL Textures are a format wich consists in backgrounds, maps, and other textures. Unfortunately for now only a small part of these textures are accessible (only backgrounds and the world map). A tool exists to extract some TLPs and to make new ones. Tool can be downloaded here. Extract the folder and open TLPMii. Select TLP to Image, select your TLP, press Preview, if it gives you an error try some other TLP. GIF:
